The work permit could either be obtained from outside the UK or within the country after entry. However with the introduction of the Tier groups under the Points Based System; although a work permit is no longer granted to people outside the European Union who want to come to the UK for employment purposes. The main difference between entry under the Tier groups and a work permit is that individuals must now score a minimum number of points within the category they want to enter the country under, so for general skilled labour, you must achieve a minimum number of points under this category otherwise your application will not be granted.
